Sam George Approves Technology Neutrality to Boost MTN and Telecel Networks

Ghana has approved technology neutrality to boost MTN and Telecel networks and their services in Ghana.
The Minister for Communication, Digital Technology and Innovations, Mr. Sam George, has announced several new measures to improve the quality of telecommunications services across Ghana, following widespread complaints from consumers about poor network performance.
Speaking at a press briefing on Wednesday, April 9, 2025, the Minister acknowledged the growing dissatisfaction among users over declining service standards.
“I have noted several complaints about the quality of service of almost all the network providers in the country,” he said.
To tackle the issue, Mr. George revealed that the government has approved technology neutrality for MTN Ghana, a policy that allows the company to use its existing spectrum bands more efficiently to boost performance. The National Communications Authority (NCA) has also been directed to allocate additional spectrum resources to both MTN and Telecel Ghana.
“I have taken decisive policy to approve technology neutrality for MTN and additional spectrum for MTN Ghana. I have also directed the NCA to make an additional spectrum offer to Telecel Ghana,” he stated.
He explained that these measures are intended to give telecom providers the flexibility and resources needed to improve connectivity and customer experience. “This will provide operators with more resources to improve their service offerings and quality of services,” he added.
During the announcement of the approval of the Technology Neutrality to Boost MTN and Telecel Network, the minister also cautioned mobile network operators that continued underperformance would no longer be tolerated. He said the NCA will begin strict monitoring within three months of the spectrum allocation, warning that companies failing to show improvement will face penalties.
“I wish to serve notice that the NCA will, within three months of the assignment of this additional spectrum, begin a rigorous enforcement of quality of service on the providers. Failure to provide an improvement and quality of service by the network operators will result in stiff fines,” he warned.

The minister’s announcement marks one of his first major regulatory actions since assuming office earlier this year and reflects a stronger government stance on accountability in the telecom sector. The move is expected to bring relief to millions of Ghanaians frustrated by frequent call drops, slow internet speeds, and inconsistent network coverage.
